在四十多年前，當(dāng)時國有化地區(qū)電木板，體驗中獲取到足夠高的標(biāo)準(zhǔn)絕緣手工具的問題。為此，高級工程師和安全主任由議會成立了一個工作小組，看看他們的要求，建立一種規(guī)范，滿足之前他們可能會被視為安全的所需的所有工具生活線工作。
